1. The 50th Contracting Squadron at Schriever Space Force Base is seeking information from small businesses capable of providing Mobile Vehicle Barriers (MVB) and Racks for MVB.

2. This is a Sources Sought Notice. This is not a request for proposal, but a survey to locate potential sources. This Sources Sought does not constitute an Invitation for Bids, Request for Proposals, or a Request for Quotations, and is not to be construed as a commitment by the Government to issue an order or otherwise pay for the information solicited, nor is it a guarantee of a forthcoming solicitation or contract. It is for market research purposes only. Respondents will not be notified of the results of the evaluation.

3. The purpose of this Sources Sought Notice is to gain knowledge of interest, capabilities, and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB), and Economically Disadvantaged Women- Owned Small Business (EDWOSB). The Government must ensure there is adequate competition among the potential pool of responsible respondents. Small businesses are highly encouraged to participate.

4. Requirement.

Equipment Specifications: Pitagone F-18 Mobile Vehicle Barrier or equal - Rapidly deployable, man-portable (85 lbs) and highly visible. - Operate effectively on multiple surface types. - Physical specifications approximately Height: 39” (1m)

Depth: 41” (1.04m)

Width: 3.6” (9cm)

Weight: No more than 85 lbs (38.5kg) Spacing between uprights: 17.1” or 26.7” (43.5cm or 68cm)

Deployment Time: 30’ (9.1m) 15 minutes (faster if units are semi assembled and staged)

Recovery Time: 30’ (9.1m) 12 minutes. - Hold a National Protective Security Authority (NPSA) Vehicle Attack Standard (VADS) rating. - MVBs must be certified to the following levels:

ASTM F2656/F2656M-20 PU30/P3 PAS 68: 2013 Barrier V/7500[N3]/48/90.28.1/18.0 IWA 14-1:2013 Barrier V/7200[N3C]/48/90:29.1 German Certification: 45-degree approach attack - 24,000-pound truck @ 26mph.

German Certification: 3.2-foot offset impact attack - 24,000-pound truck at 26mph.

German Certification: Crash tested on a wet road surface Pitagone F-18 Mobile Vehicle Barrier 6- Unit Open Storage Rack or equal: - Capable of being strategically placed to allow for quick and efficient access - Ability to store MVBs while keeping them easily/rapidly deployable and clean. - Purpose built to store MVBs 5. Submission Instructions. Interested respondents shall submit their responses via email to both the Contracting Officer, Linda Cummings at linda.cummings@spaceforce.mil and Contract Specialist, Nodar Dundua at nodar.dundua.1@spaceforce.mil within the posted date.

6. Requested Information: Interested small business vendors are requested to provide the following information:

a. Company Information: - Company name, address, and point of contact information. - DUNS number and CAGE code. - Confirmation of small business status (e.g., Small Business, HUBZone, 8(a), Service- Disabled Veteran-Owned, WOSB, EDWOSB, etc.).

b. Capability Statement: - Description of your company’s capability to meet the requirements. - Relevant experience providing similar equipment to government or commercial customers. - Ability to meet the delivery requirements. - If requirement is subject to the Buy American Act.

c. GSA Contract Information: - Indicate if your company has an existing GSA contract. - Provide the GSA contract number(s) and the associated SIN(s) that cover the requested products/services.

d. Lead Time and Delivery: - Estimated lead time for the delivery of the equipment. - Availability of warranty and support services. 7. Direct any questions to both the CO and CS listed above in writing.
