Notice of Intent to Sole Source - Traka

SAM.GOV NOTICE OF INTENT FOR SOLE SOURCE: The 21 CONS/PKA, Operational Contracting Squadron, Peterson Space Force Base (SFB), Colorado received a requirement for the purchase of four (ea), Traka Key Cabinets. Due to operational security constraints, the procured key cabinets must meet certain specifications to meet and support USSPACECOM/J4X Office and USSPACECOM security requirements. The customer needs a more secure way to keep track of master keys to their SCIFs.

The keys must be retained by certain people at specific locations. The master keys have to be stored in a different SCIF just in case the other SCIF gets locked down. What the customer requires is a secure box where someone has to badge into the box and then the box will let that person know what keys can be taken, who has possession of the keys, when they had the keys, and when they were checked in and out. This product has not been purchased in the past. The revised and final salient characteristics are:

- Keys are available 24/7 - Access by authorized users only - Min of 7-inch capacitive touchscreen for accurate input - Full audit trail of all users and key transactions - Securely store and manage up to 60 keys (or up to 120 keys using double-density strips) in 1 unit, or up to 480 keys using extension units - Easy access via PIN code, card reader and/or biometric fingerprint reader - Battery backup - Soft close down with no data loss in the event of a long-term power failure - Key management solution that operates entirely independent of the existing IT system - Stand-alone plug and play system - No network PC or external connection required - Automatic data backup to removable SD card - Full network capability and management - Centralized administration and reporting - Access schedule - Battery Backup: DC12V 7Ah - Wall mounted - User: up to 40,000 - Certified through FCC After conducting market research, it has been determined that no other products will meet the security requirements needed by the customer than the Traka Touch Pro S. Internet searches were conducted and a sources sought was posted to SAM.gov to determine what other products existed in the market that would meet the salient characteristics requirement by the customer and the results were that there were no products in the market that met the customers requirement except for the Traka Touch Pro S. The North American Industrial Classification System (NAICS) number is 334112 - Computer Storage Devise Manufacturing.

The size standard is 1,250 employees.. Only one responsible source and no other item will satisfy the Air Force requirement. This synopsis is for informational purposes only and does not constitute a solicitation for bids or proposals. DO NOT submit a bid/quote at this time. Any offerors believing, they can provide equipment that meets all the characteristics of the Traka brand may provide evidence for consideration. All specific information is included on the attached J&A.

Evidence must support the offeror's claim they are compatible and of similar or better quality than Traka. All qualified sources may submit a response, which if timely received, will be considered by this agency. Information received will be considered solely for the purpose of determining whether a competitive procurement can be conducted. A determination not to compete this proposed procurement based on response to this notice is solely within the discretion of the Government.

Responses must be received NLT 12:00 P.M. Mountain Time on 16 August 2024. The Government does not intend to pay for any information provided under this Notice of Intent. Contractors must have a current registration with the System for Award Management (SAM) at http://sam.gov/.
