Combined Sources Sought Notice (SSN) and Notice of Proposed Contract Action (NOCA) This posting is issued pursuant to the requirements at FAR 5.203(a) and DFARS PGI 206.302-1(d). This special notice serves to inform industry of the Air Force Test Center (AFTC)’s intent to issue a non-competitive solicitation and ensuing contract to Northrup Grumman Systems Corporation (NGSC) pursuant to the authority of 10 U.S.C.
3204(a)(1) under solicitation number FA248624RB006 to provide Sustaining and Engineering Support (SES) Services for Primary Mission Equipment (PME), the data and development of which are proprietary to and developed by NGSC. The contemplated contract will be for the period of one-year, and include four successive one-year options.
Summary of Work to be Performed: Sustainment, technical engineering telephone support, on-site technical support, training, and documentation to the 513 EWS USRL and PSC NIRL assigned to the 350th Spectrum Warfare Wing in support of the F-35 513 EWS USRL and PSC NIRL Mission Data (MD) development mission. The purpose of this contract is to provide SES in support of the Hardware-in-the-Loop (HITL) test facilities for the 513 EWS and PSC NIRL.
This includes the planning, coordination, and surveillance of the activities necessary to ensure disciplined work performance and timely resources application. This also includes efforts in support of Stimulator HW Overview, System Overview, Stimulator System SW Overview, Stimulator System Operation, Periodic Maintenance and Calibration, RFTG & HGESM Hardware, Software Updates, and Troubleshooting including sustainment of the NGSC AN/APG-81 active electronically scanned array (AESA) fire control radar.
The respective test facilities are located at Eglin AFB, FL. within the 513 EWS and F-35 PSC. Performance location will be the contractor’s facility with limited travel to and performance at Eglin AFB, FL. Direct responses to this notice to:

Responses must be delivered before the closing date and time listed in this announcement. Late responses will not be considered or reviewed.
NOTICE: This special notice is not a solicitation and proposals will not be accepted at as result of this announcement. No reimbursement will be made for costs associated with providing information in response to this notice, and the final determination for competition concerns is within the Government’s sole discretion. This NOCA is not a commitment that the AFTC contracting office will take a procurement action in the matter.
