AFLCMC/HBCK, Offutt AFB, NE, intends to execute a sole source contract to Raytheon Cyber Products, Inc. under authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements.

The Government has a requirement to procure Raytheon High Speed Guards (HSG), to include hardware, software, maintenance, installation, technical support, and documentation to provide Cross Domain Solution (CDS) functionality between separate networks. This contract is required in order to mitigate Integrated Strategic Planning and Analysis Network (ISPAN) Increment 4 program risk.

Conducting a source selection at this time source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the Air Force’s requirements. This notice is neither a request for a competitive proposal nor a solicitation for offerors. A determination by the Government to not compete this requirement based on responses to this notice is solely within the discretion of the Government.

Information received will be considered solely for the purpose of whether to conduct a competitive procurement in the future. This notice should not be construed as a commitment by the Government. If your company can provide the CDS hardware and software, as well as the installation labor and support, starting 1 March 2024, please provide a capability package to the Contracting Officer and the Contract Specialist by the response date, 24 January 2024.
