Air Force Special Operations Command (AFSOC) requires non-personal support services for the AFSOC Operations Center (OC), and for AFSOC Wings that are issued AFSOC Blue Force Tracker (BFT) devices. The Contractor shall provide all labor, training, travel, and other items and services necessary to provide on-site BFT Support Services for AFSOC OC and AFSOC Wings. A Site Leader is required at the AFSOC OC/A35/A352 BFT office.

Support is required in the following areas: BFT Program Management, Policy Review, BFT Requirements Generation Review, Systems Support, Technical Assistance, Operations Support, Training, Management Internal Control Toolset (MICT), Line of Sight (LOS) Xmayer Receiver, Intermediate Maintenance Facility (IMF), Wing Level BFT Functions, and Security. This includes providing: User Training, User Technical Assistance, and Systems Support. On-site location is located at the AFSOC OC at Hurlburt Field FL.

The AFSOC BFT Program is part of the SOCOM BFT Program of Record (PoR) and requires AFSOC to provide personnel to support BFT fielding and maintenance. The AFSOC BFT program is highly technical, requiring integration onto larger national BFT systems, architectures, National Technical Means (NTM) collection systems, dissemination networks, AFSOC platforms, and Common Operational Picture (COP) systems.

It is mission critical that AFSOC BFT functionality and interoperability across the supporting national BFT and Friendly Force Tracking (FFT) enterprise is maintained; all tracking requirements are met; AFSOC Forces (AFSOF) are equipped with the required BFT capability; the BFT capability is sustained; AFSOC BFT users are competent in the use of the BFT systems and display tools; and AFSOC BFT users are highly educated on BFT theory.

This enables AFSOF to develop Tactics, Techniques, and Procedures (TTP's) that can be implemented across all spectrums of mission and threat environments ensuring interoperable and enhanced AFSOC BFT capabilities in support of Geographic Combatant Commanders (GCC) and Theater Special Operations Command (TSOC) Commanders. Access to and experience with specific programs developed by the National Reconnaissance Office (NRO) and other government developed software is critical to mission success.
