USDA STRATUS Cloud Agreement (BOA) Pool 3: SaaS Providers

STRATUS Pool 3 Award Synopsis: THIS IS NOT A REQUEST FOR QUOTES – This is a notice of the Government’s intent to solicit orders under the STRATUS Pool 3 Basic Ordering Agreements (BOAs), RFQ 12314423Q0144, to those vendors which have been evaluated and determined to be most capable and have been issued BOAs. The orders placed under these BOAs will be for Software as a Service (SaaS).

On September 29,2023, the USDA posted the RFQ as a combined synopsis/solicitation on SAM.gov for STRATUS Cloud BOA Pool 3: Software as a Service (SaaS) to both large (Unrestricted) and small (Restricted) vendors. In response to this RFQ the USDA received 41 quotes. After completion of evaluations of prior experience, on April 19, 2024, the USDA issued 12 BOAs to the following vendors:

Restricted Track: Inonde LLC KL&A RavenTek Solution Partners LLC Technology Solutions Provider Inc (TSPi) ThunderCat Vinsys Information Tech vTech Solution Inc Unrestricted Track: Carahsoft Technology Corp CDWG CGI Federal Inc Red River Unison Software Inc The ordering period will be from April 25, 2024 – April 24, 2034. The USDA has established this suite of BOAs in the spirit of the Federal Acquisition Streamlining Act.

These BOAs are intended to decrease costs, reduce paperwork, and save time by streamlining the search for sources, the development of documents, and the evaluation of offers and selections of sources. The USDA will assess the cloud landscape at least annually to determine if an on-ramp RFQ will be issued. Any potential future on-ramping actions for this BOA will be posted on SAM.gov and all responsible sources may submit a quotation to be considered by the agency. However, this notice of intent is NOT a request for quotations.
