Articulate 360 Subscription

Naval Facilities Engineering Systems Command (NAVFAC) Atlantic intends to sole source a contract to ICS Learning Group Inc., a Small Business, for the commercial purchase of a 1-year subscription to Articulate 360. This includes Articulate Storyline, Studio, Rise, Peek Replay and AI Assistant (15 seats). The period of performance for this requirement will be for one year, from the award date of the contract.

Only one responsible source is able to provide the type of services that will satisfy the agency’s requirements. This sole source acquisition meets the conditions of FAR 13.101 and this is not a request for competitive quotes; however, all interested parties who believe they can meet the requirements should contact Elizabeth Eliason-Carey, elizabeth.s.eliason-carey.civ@us.navy.mil.

Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement and will be at the sole discretion of the Contracting Officer. If no written responses are received by 2:00 PM ET, 17 September 2026, the contract will be awarded without further notice. The North American Industry Classification System Code (NAICS) is 513210, Software Publishers, and the SBA size standard is $47 million.
