F4D3D14302AW01 Project Title: FY25 30 CES Asbestos Abatement 1740 This Request for Quote (RFQ) Asbestos Abatement Services for Vandenberg Space Force Base, prepared in accordance with the format in FAR Part 12 as supplemented with additional information included in this notice. Asbestos Abatement Services services are required at Vandenberg Space Force Base, California. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.

This procurement is being issued as a 100% Small Business Set-Aside under North American Industrial Classification Standard (NAICS) 562910 , Remediation Services, P, with a size standard of $25M.

This acquisition will be procured pursuant to the requirements in Federal Acquisition Regulation of FAR Part 12. To ensure an adequate response, please read the attached RFQ solicitation document and Pricing Sheet with detailed instructions and Statement of Work for the Contract Line Item Number (CLIN) quantities, unit of measure, description, period(s) of performance, applicable clauses and provisions, and other information pertinent to this acquisition.

Offerors are required to utilize the RFQ solicitation document and Pricing Sheet to submit their quote, following the instructions contained therein, reference FAR 52.212-1, Instructions to Offerors, and the addendum thereto. The contract will be Firm Fixed Price (FFP) per the CLIN structure reflected in the attached SF1449 RFQ (Supplies or Services and Prices/Cost section).

In accordance with FAR 52.204-7, all firms or individuals responding must be registered with the System for Award Management (SAM) (https://www.sam.gov). Lack of registration in the SAM will make an offeror ineligible for contract award. Telephone and other means of oral communication will not be permitted. Proposals are due NLT 25 November 2024 at 12:00 PM PST. Offers must be submitted in writing; oral offers will not be accepted. Pre-Proposal Conference/Site Visit: In accordance with provision AFFARS 5352.215-9001, a single preproposal conference/site visit will be held at Vandenberg SFB, CA on 20 November 2024 at 09:00 A.M. PST. All prospective offerors are highly encouraged to attend this conference/site visit. Prospective offerors will be responsible for transportation between sites.

Prospective offerors are advised to wear Personal Protective Equipment (PPE) such as hardhats, reflective vests, safety glasses, etc. In addition, it is recommended that prospective offerors wear pants and closed toe flat shoes. Prospective offerors are limited to two representatives per firm for the site visit. Prospective offerors must submit the full names, date of birth and driver’s license numbers of the participants to the email address below no later than 18th November 2024 at 12:00 P.M. PST. Responses, additional information, or postings will be posted for viewing on SAM.gov.
