820 RHS Geophysical Well Logging

This is a combined pre-solicitation/solicitation for commercial service prepared in accordance with the format in RFO Part 12, following RFO 12.201-1 Simplified Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested.

An award, if any, will be made to the responsible offeror who submits a quote that (1) conforms to the requirements of the pre-solicitation/solicitation; (2) provides relevant past performance information on the offeror’s ability to successfully perform the requirement (3) that receives a rating of “Acceptable” on the Technical Capability evaluation factor; and (4) that submits the quote with the best value to the Government, provided that the price is not unbalanced and is determined to be fair and reasonable.

The Government reserves the right to award without discussions or to make no award at all depending upon (1) the quality of quotes received and (2) whether proposed prices are determined to be fair and reasonable.

1. The solicitation number is F3GHBA6104A005. This solicitation is issued as a Request for Quote (RFQ). A Firm Fixed Price type contract will be awarded.

2. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01, effective 13 March 2026.

3. This combined pre-solicitation/solicitation is being issued as a Total Small Business set-aside, and the associated NAICS code is 541360 - Geophysical Surveying & Mapping, Small Business Size Standard $28.5M.

4. Offeror’s shall provide a completed Past Performance List (see “Attachment 2 – Past Performance List of References”). If no Past Performance is available, the offeror may not be evaluated favorably or unfavorably on past performance.

5. Offeror’s shall provide a completed Price List (see “Attachment 3 – Price List”).

Below is the contract line-item number (CLIN) breakdown: CLIN 0001 – Nuclear Magnetic Resonance (NMR) Testing - For Well Logging Services CLIN 0002 – Electric Log Testing - For Well Logging Services CLIN 0003 – Gamma Ray/LL3 Testing - For Well Logging Services CLIN 0004 – Sonic/VDL Testing - For Well Logging Services CLIN 0005 – Temperature Testing - For Well Logging Services CLIN 0006 – Caliper Testing - For Well Logging Services CLIN 0007 – Mobilization (Includes transportation of required personnel & resources) - For Well Logging Services 6. DESCRIPTION OF SERVICES: The Contractor will provide well logging services, including but not limited to the following types of testing: Nuclear Magnetic Resonance (NMR), Electric Log, Gamma-Ray/LL3, Sonic/VDL, Temperature, and Caliper testing, as outlined in this SOW.

These services will be requested and provided between 8 July and 22 September, with flexibility in scheduling based on operational needs. PLEASE SEE “Attachment 1 – SOW” FOR MORE INFORMATION.
