PKA- 64 ARS Cold Weather Jackets

The 22d Contracting Squadron intends to negotiate on a sole source basis (IAW FAR 13, FAR 19.14, and FAR 6.302-5(b)(6) under the statutory authority of 15 USC 657f) with BHPE LLC, 901 S Spring LN Blanchard, Oklahoma 73010-9689, for cold weather jackets (see attached Statement of Need). This acquisition is being conducted under simplified acquisition procedures (IAW FAR 13) and the Service-Disabled Veteran-Owned Small Business (SDVOSB) Procurement Program (IAW FAR 19.14).

This requirement is a SDVOSB sole source award. The intended procurement will be classified under North American Industry Classification System (NAICS) 315990 with a Small Business Size Standard of 600 employees. This notice of intent is not a request for quotes and no solicitation document exists for this requirement.

However, SDVOSB parties responding to this notice will need to submit technical data, sufficient to determine capability in providing the same product, and an expressed written intent to submit a quote. All capability statements received within the response due date of this notice will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.

Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
