Notice of Intent to Sole Source - ADB SAFEGATE AMERICAS LLC

THIS NOTICE OF INTENT IS NOT A SOLICITATION OR REQUEST FOR COMPETITIVE QUOTES The 502d Contracting Squadron intends to award a sole source purchase to ADB SAFEGATE AMERICAS LLC (Cage Code: 5ED70), 700 Science BLVD, Columbus, Ohio, 43230-6641, for an Airfield Lighting Control System and Cyber Security Update at Joint Base San Antonio (JBSA) - Lackland. ADB SAFEGATE AMERICAS LLC installed the current Airfield Lighting and Monitoring Controls System (ALCMS) for the airfield on JBSA-Lackland AFB.

In accordance with the U.S. Department of Transportation - Federal Aviation Administration AC 150/5345-56B, the ALCMS manufacturer must keep all software associated with the ALCMS under appropriate version control. ADB SAFEGATE AMERICAS LL is the only vendor who can make system updates or changes to the existing ALCMS software version. Additionally, the hardware is required to meet the current processing capabilities to support Microsoft Windows 11 and replace the existing unmanaged switches.

The purpose of this action is for supplies for which the Government intends to solicit and negotiate with only one source, ADB SAFEGATE AMERICAS LL, under the authority of FAR 13.106-1(b) - Soliciting from a single source. This notice of intent is neither a request for competitive quotes nor a solicitation for offers. Interested parties may identify their interest and capabilities for fulfilling this requirement by the closing date of this notice.

Capability documentation shall be clear and convincing, demonstrating the capability to satisfy the requirement. A determination by the Government not to compete this requirement is based solely upon the Government based on responses to this notice. Information received will be considered for the purpose of determining whether to conduct a competitive requirement.
