This is a notice of contract action (NOCA); this is not a solicitation for proposals. No reimbursement will be made for any costs associated with providing information in response to this NOCA or any follow-up information requests.
The purpose of this NOCA is to notify industry of the USAF's intent of contract action and possibly gain knowledge of other potentially qualified sources and their size classifications (small business, large business, etc.) please do not request a copy of solicitation, as one does not exist.
The Air Force Test Center (AFTC), Edwards AFB intends to solicit and award a sole source, Firm-Fixed Price (FFP) contract to Teletronics Technology Corporation Curtiss-Wright Defense Solutions, 15 Terry Drive Newtown PA 18940, United States of America. IAW 5.203(a)(1), the anticipated award date is on or before 30 September 2024. The Government intends to negotiate with only one source under the authority of 10 United States Code (USC) 2302(b), as implemented by FAR 13.106-1(b)(1)(i).
The following is a brief description of the acquisition requirements: Hardware solution shall meet, at minimum, these specifications: MIL-Spec ruggedized computer capable of running both IADS RT Station and IADS CDS simultaneously. Dual HDMI/DVI display ports, one for FTE station and second for pilot Display Screen. The Air Force Test Pilot School is seeking a sole source purchase of Requirement Name: C-12 IADS Instrumentation Upgrade.
The Test Pilot School (TPS) C-12 aircraft is getting an upgraded Data Acquisition System (DAS) that required an FTE station, which includes a Interactive Analysis and Display System (IADS) compatible server computer and Rugged monitor to support the curriculum flight for TPS. The current computer and operating system have reached their End-of-Cycle with no spares or spare parts, making it a high-risk of failure for future loss of curriculum flight data.
This computer is to support and be full compatible with the new upgrade for the DAS. The requested computer will not only allow for all current capabilities to be utilized but will include the added benefit of acting as a server computer to allow for other FTE student to plug in and use IADS on their personal laptops. This is a supply contract to provide the necessary requirements for the Air Force Test Pilot School (TPS) aircraft curriculum.
There are no solicitation documents; however, any vendors that believe they can meet the requirements described should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government’s requirement. In addition, the response should include verification of the Offeror’s Representation and Certifications— Commercial Items in accordance to FAR 52.212-3. If the offer does not have a copy of this provision, go to http://www.sam.gov/ to load required information.
Any response received without completing this registration will be considered noncompliant. Further, the response should include any special requirements for a commercial contract (i.e. Commercial Financing, Warranty Provisions, Delivery Information, etc.) in accordance with FAR part 12. All information furnished shall be in writing and must contain sufficient detail to allow the government representative to evaluate and determine if it can meet the requirement.
