Notice to Intent to Sole Source - Utility Rates and Regulatory Program Expert Support Services

The General Services Administration, Public Buildings Services (GSA/PBS), Office of Facilities Management, and Carbon Pollution-Free Electricity/ Clean Energy Division intends to award a sole source Firm-Fixed-Priced (FFP) contract utilizing Simplified Acquisition Procedures (FAR Part 13) for one (1) base year, with one (1) one year option period from Pineapple Strategies, LLC, to provide GSA with Utility Rates and Regulatory Program Expert Support Services. Pineapple Strategies, LLC will provide specialized program support and regulatory consulting services to help GSA meet the following needs:

(1) advancing the decarbonization priorities of the agency established by EO 140507 by advocating for the consumer interests of Federal customers;

(2) managing increased work resulting from decarbonization initiatives across the energy industry;

(3) providing expertise for navigating the regulatory landscape and informing Federal customers; and (4) monitoring and anticipating trends to proactively assist Federal customers with budgetary planning and optimizing energy consumption.

The intent is for the Government to solicit a single source using other than full and open competition procedures pursuant to the authority of FAR6.302-3 Industrial Mobilization; Engineering, Development, or Research Capability; or Expert Services; Interested persons may identify their interests and capability to respond to the requirement. This notice of intent is not a request for competitive quotations.

However, the Government will consider all responses received by 11:00 AM ET, Monday, July 8, 2024. Please be aware that the Government will not cover any costs incurred in preparing quotes. Whether or not the Government decides to proceed with this opportunity based on the responses received is at the Government's discretion. The information received will typically be used to determine whether a competitive procurement will be conducted.
