OBJECTIVE: The Naval Facilities Engineering Command, Far East (NAVFAC FE), Facilities Engineering and Acquisition Department (FEAD) Yokosuka is issuing this Sources Sought Notice to determine the availability of Master Station (MS) Controllers, Remote Station (RS) Controllers, Programmable Logic Controllers (PLC), Workstations, and Industrial Servers/Computers which are necessary Supervisory Control and Data Acquisition (SCADA) System Operational Technology (OT) components for project “RM20-1885 Electrical SCADA Modernization” at Commander Fleet Activities Yokosuka (CFAY) in Japan.
These SCADA OT components must ensure and maintain interoperability with the existing Toshiba TOALS SCADA Application Platform. The Government is not looking to replace the existing Toshiba SCADA Application Platform. Instead, the purpose of this project is to replace outdated/non-functional components with new components that will require re-integration to the existing Toshiba TOALS SCADA Application Platform.
BACKGROUND: NAVFAC FE FEAD Yokosuka is working on a Justification and Approval (J&A) that would authorize the inclusion of brand-name specifications, under the authority of 10 U.S.C. 3204(a)(1), for Toshiba MS Controllers, RS Controllers, PLCs, workstations, and industrial servers/computers.
Based on internal Government research, the following was found to be sufficient preliminary rationale to permit other than full and open competition by excluding consideration of brands other than Toshiba: Increase in sustainment costs due to additional operation and maintenance for the added parts. More components introduce additional points-of-failure, compromising overall system reliability. Full features and functionality of devices may not be realized due to incompatibility issues.
Long-term challenge to the Public Works Department for maintaining a large variety and inventory of SCADA components. Implementing Security Controls for a hybrid system (composed of different manufacturers) is more difficult because manufacturers have varying schedules on developing and releasing security patches for their respective components, which introduces security incompatibility issues on the interim.
INSTRUCTIONS TO INTEREST PARTIES: THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR INVITATION FOR BID. There shall be no promise to contract or a commitment of any kind on the part of the Government. There will be no debrief, evaluation letters, and/or results to be issued to interested parties that choose to respond.
Information obtained from this Sources Sought Notice is for market research purposes to determine whether another companies’ similar products can meet, or be modified to meet, the Governments needs which will facilitate the decision making process. All information received in response to this Sources Sought Notice marked or designated as proprietary information will not be released outside the Government.
The Government shall not reimburse or assume any cost incurred by interested parties that respond to this notice. Interested parties shall respond to this notice by providing all of the following information to demonstrate that products other than Toshiba MS Controllers, RS Controllers, PLCs, workstations, and industrial servers/computers can meet the Government’s need: Product Description to include Model Number, Catalog Number, Code Number, or equivalent model designation.
Controller Application (please specify): “Programmable Logic Controller” or “Field Equipment Controller” or “Other”. Manufacturer’s Technical Datasheets. A narrative addressing each of the five (5) concerns raised by the Government under the Background Section of this Sources Sought Notice. Interested parties shall clearly identify how their proposed product or solution would be advantageous for the Government. Any other information for the Government’s consideration.
The information requested above shall be sent electronically to Kyong Yu, Contract Specialist, at kyong.h.yu2.civ@us.navy.mil no later than 12:00pm Japan Standard Time on Friday, September 27, 2024. Hardcopy submission shall not be accepted or considered by the Government.
Interested parties with questions or needing clarifications pertaining to this Sources Sought Notice shall submit them electronically in writing to kyong.h.yu2.civ@us.navy.mil no later than 12:00pm Japan Standard Time on Friday, September 20, 2024.
