Intent to Sole Source: Tactical Network Transport (TNT) – On The Move (OTM) Sustainment Support Services

The U.S. Army Contracting Command-Aberdeen Proving Ground (ACC-APG) intends to award a sole-source contract to General Dynamics Mission Systems (GDMS) LLC, 400 John Quincy Adams Rd, Taunton, MA 02780 (CAGE Code: 474R7).

This contract will provide sustainment support services for the Communication-Electronics Command (CECOM) Integrated Logistics Support Center (ILSC) Command, Control Communications Network (C3N) Directorate, supporting life cycle management for 11 Configuration Items (CIs) in the Tactical Network Transport (TNT)-On-The-Move (OTM) system. The government has determined that a sole-source award is necessary due to the lack of ownership of the technical data rights required to sustain the TNT OTM system.

GDMS holds exclusive ownership of the technical data package and possesses the proprietary expertise needed to perform the required services. Pursuing competition would be cost- and time-prohibitive. A Justification and Approval for Other Than Full and Open Competition has been approved under FAR 16.505(b)(2)(i)(G). The period of performance shall be from approximately 11 July 2025 through 10 July 2030. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS.
