Notice of Intent to Sole Source - PA Alert System Upgrade

This is a notice of intent to award a sole source procurement action for a Motorola PA Alert System Upgrade, and is not a request for competitive proposals. All inquiries received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

The intention is to award this contract to Motorola Solutions due to their organization being the sole installer for Motorola Alert Systems. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Motorola Solutions Inc. is the current IT and communication infrastructure in place within 18CES/CEF.

Award to any other source besides Motorola Solutions Inc. would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. Additionally, Motorola Solutions, Inc. has a service depot in place in Japan that is dedicated solely to DOD and federal government customers within the OCONUS J2KLMR Zone. Motorola Solutions Inc. will provide on-site support through the initial warranty period.

Additionally, if this requirement was to be awarded to an authorized Motorola reseller, the installation is still performed by Motorola. It is in the Governments best interest to go directly to the manufacturer. Please see attached "Equpiment List" and "PWS PA Alerting System".
