Notice of Intent to Sole Source – Sea Island Software for an HURREVAC Training 2024. Contract No. TBD. This Notice is being published in accordance with Federal Acquisition Regulation (FAR) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract. The statutory authority for this sole-source procurement is 10 United States Code 2304(c)(1) as implemented in Federal Acquisition Regulation 8.405-6(a)(1)(B).

Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. Products and services are brand names and are proprietary to the specific provider. The United States Army Corps of Engineers (USACE) Baltimore District (NAB) intends to solicit and award a Firm-Fixed-Price Sole Source Contract to – Sea Island Software for the continued training for the HURREVAC program.

This acquisition is for The National Hurricane Program (NHP) is a partnership between FEMA, the USACE, and the National Hurricane Center (NHC), and supports Federal, State, and Local Government hurricane planning, preparation, and response through various products, tools, and services. Established in 1985, the NHP has prepared numerous Hurricane Evacuation Studies (HES’s) and provided tools and technical assistance to support State and Local Governments in developing hurricane evacuation and response plans.

To support the management of HES data, the NHP commissioned through a grant from FEMA to develop the Hurricane Evacuation (HURREVAC) software program. HURREVAC software has been used by Government Emergency Managers to assist their hurricane evacuation decision making. HURREVAC is a restricted-use, not commercially available, real time computer software program.

Its intent is for Government emergency managers to both track hurricanes and get real-time forecast information, and to provide evacuation timing guidance for communities based on information developed during the HES process, and real-time forecast data distributed by the NHC. The program provides a common operating picture for supporting hurricane response across all levels of Government. HURREVAC has over 30,000 registered users at all levels of government.

HURREVAC is a web-based program and is available for emergency managers during the current hurricane season. The Period of Performance is One Base Year and four (4) year option from the date of contract award. All responsible sources may submit a capability statement, which shall be considered by the agency. Capability statements must be received by the response date and time of this notice. Submissions will be reviewed to determine if they can meet the requirement.

A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The redacted approved Justification and Approval, (J&A) for this procurement will be posted following the closure of this Notice.
