OLES LONG RANGE MWIR THERMAL BINOCULARS

The Department of the Interior, Bureau of Land Management (BLM), intends to award a sole-source contract to Teledyne FLIR for three Recon HD high-definition, dual-sensor long-range thermal binocular/camera systems with 2× doubler lenses.

BLM Law Enforcement currently utilizes legacy Teledyne FLIR Recon long-range, cooled mid-wave infrared (MWIR) thermal systems in remote and austere environments. These systems support law-enforcement missions including suspect detection and identification, detection of small unmanned aircraft systems (sUAS), operational overwatch, search-and-rescue, evidence collection, and reconnaissance.

The requirement is for a Section 889-compliant, long-range, lightweight thermal system that integrates a low-light visible camera with a cooled MWIR imager and provides a high-definition 1280 × 720 thermal sensor, High Operating Temperature (HOT) MWIR cryo-cooled focal plane array, 8-micron pixel pitch, and 2× doubler lens. The Recon HD also provides long-range detection capabilities, including specified vehicle detection to 9,700 meters and human detection to 3,900 meters.

Based on market research, BLM has identified the Teledyne FLIR Recon HD as the only Section 889-compliant solution that meets BLM's requirements for a long-range, high-definition, cooled MWIR thermal binocular/camera system and interfaces with existing field equipment. BLM intends to pursue this acquisition on a sole-source basis under the authority applicable to only one source being reasonably available.

Response to Notice

All responsible sources may submit a quotation or capability information demonstrating their ability to satisfy the Government's requirement, which will be considered by the agency.

Responses shall be submitted electronically before the end of this announcement period.

The Government will consider information received in determining whether a competitive procurement is appropriate.
