RIGAKU INTRUMENTS PREVENTATIVE MAINTENANCE NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT Agency:

U.S. Department of the Interior Office: Bureau of Land Management (BLM), Wyoming State Office Subject: Preventive Maintenance Services for Rigaku Instruments at the National Minerals Testing Laboratory In accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), the Bureau of Land Management (BLM), Wyoming State Office, intends to award a sole source contract to Rigaku Americas Holding, Inc., located in Spring, Texas. This procurement is for preventive maintenance services on proprietary Rigaku instrumentation located at the National Minerals Testing Laboratory (NMTL) in Worland, Wyoming.

Purpose: Rigaku Americas Holding, Inc. will provide preventive maintenance services, including calibration and software updates, for the following instruments: • Rigaku SmartLab SE X-Ray Diffractometer • Rigaku Primus IV X-ray Fluorescence Spectrometer • Rigaku MiniFlex 600N X-ray Diffractometer • Rigaku HX130CT CT Scanner This requirement includes a base year plus three (3) option years.

Justification: These instruments are highly specialized and require proprietary service from the original equipment manufacturer (OEM). Rigaku Americas Holding, Inc. is the sole provider with the necessary expertise, components, and software to perform these services. Engaging the OEM ensures accurate performance, minimizes downtime, and sustains the laboratory’s capability for high-throughput analysis of geological materials submitted by BLM offices nationwide.

Responses: This notice is not a request for competitive proposals. However, firms that believe they are capable of meeting the BLM’s requirements may submit a detailed capability statement. The submission must demonstrate that the offeror can provide the required proprietary maintenance and support at a level that would be advantageous to the Government. All responses must be submitted in writing via email and received no later than June 23, 2025, at 2:00 PM Mountain Daylight Time (MDT). Late responses will not be considered. Telephone or fax inquiries will not be accepted.
