NOTICE OF INTENT TO AWARD SOLE SOURCE FOR FWS NWR LAW ENFCMNT DIV-ZONE OFCR for vessel for refuge law enforcement TO WAYLEN BAY MOTORSPORTS LLC. THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. U.S. Fish and Wildlife Service, Joint Administrative Operations, Acquisition & Property Operations intends to award a firm fixed price sole source contract under the authority of:

FAR 6.302-1 only one responsible source To WAYLEN BAY MOTORSPORTS LLC 7300 BIRD RD MIAMI, FL 33155-6634 The North American Industry Classification System (NAICS) code for this requirement is 336612 - Boat Building, 1,000 Employees. The object of this sole source award to WAYLEN BAY MOTORSPORTS LLC for vessel is needed to replace an older vessel that is at the end of its usable life for law enforcement operations.

Current law enforcement operations are hindered due to the frequent repairs required by the current vessel. With the upcoming manatee season in Kings Bay, a new vessel is needed so that FWOs can patrol the waterways to perform conservation work. The design of this vessel is proprietary and there are no other vendors who can offer this same product. This vessel aligns with our current fleet of boats. The vendor has always maintained an open communication line and has always incorporated our needs into the design.

There have been other vendors who have provided a good product. However, over time the requested vendor has produced a quality product that has performed the best in the primary area. Contractor has built several boat for DRLE in the past and they have installed nessasary law enforcement emergency equipment in the vessel while it was in the production stage, thus eliminating the need for another vendor to have to come back and install equipment.

This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government.

If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
