Notice of Intent to Sole Source Award THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. U.S. Fish and Wildlife Service, Joint Administrative Operations, Acquisition & Property Operations. The USFWS National Conservation Training Center intends to award a firm fixed price sole source base plus four option year contract under the authority of FAR 13.501 only one responsible source using Simplified Acquisition Procedures (above SAT but below $7M) to:

The object of this sole source award is to have continued access to the on-line peer review and publication of the USFWS' Journal of Fish and Wildlife Management (JFWM), which has been published since 2010 by brand name Knowlegeworks Global Limited (previously known as Allen Press, Inc).

Since 2010, the USFWS Library has worked with a third party vendor to leverage its platform for manuscript submission, rigorous peer review, manuscript editing, and on line hosting and publishing of the agency's only scientific journal, the Journal of Fish and Wildlife Management. The FWS seeks a total publishing solution including composition, design, PDF creation, on-line hosting and XML tagging on two journals ¿ Journal of Fish and Wildlife Management and North American Fauna.

We have an established relationship with Knowledgeworks Global Limited (located at 301 Concourse Blvd, Glen Allen, VA 23059) as a part of a Directorate decision to create a scientific publishing program with contracted services from a vendor who can comply with all necessary components and IT security requirements. This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities.

The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
