NOTICE OF INTENT (NOI) This is not a request for quotes. The U.S. Fish and Wildlife Service (FWS) hereby submits a Notice of Intent (NOI) to inform industry contractors of the Government¿s intent to award a sole source, firm-fixed priced contract to Coastal Machinery, LLC for a V-Ditcher attachment.

This contract action is for commercial services under NAICS code 115310, Support Activities for Forestry for which the agency intends to award with only one source under Authority, FAR 13.106-1(b), Simplified Acquisition procedures. This requirement is to provide services within a spruce-fir forest across approximately 120 acres. Currently there are on average 2,000 stems per acre ranging in size between 1-4 inches in diameter.

Trees will be removed to leave residual trees spaced approximately 8 feet apart, which is approximately 680 trees per acre. Removal of trees will follow a species hierarchy dictated by the Refuge Forester. Landvest, Inc. will provide all personnel, equipment, tools, materials, supervision, training, operating supplies, and services to implement the project. FWS anticipates work to begin on August 1, 2024 and must be completed no later than June 1, 2025 with an estimated total contract value of $46,320.

This announcement constitutes the only notice. This is not a request for competitive quotes. All responsible sources may submit a capability statement, which must demonstrate clear and convincing evidence that competition would be advantageous to the Government and would not be cost or time prohibitive. Responses received from this solicitation will be considered solely for the purpose of determining whether to conduct a competitive procurement.

A determination by the agency not to compete this proposed contract based upon responses to this notice is solely within the discretion of the agency.
