NOTICE OF INTENT (NOI) TO AWARD SOLE SOURCE This is not a request for quotes. The U.S. Fish and Wildlife Service (FWS) hereby submits a Notice of Intent (NOI) to inform industry contractors of the Governments intent to award a sole source, firm-fixed priced contract to Tecniplast USA, Inc. to provide for automated aquatic species propagation/culture systems.

This contract action is for commercial services under NAICS code 112990, Laboratory Animal Production for which the agency intends to award with only one source under Authority, FAR 13.106-1(b), Simplified Acquisition procedures. This requirement is to procure the need for automated aquatic species propagation/culture systems from Techniplast USA, Inc. This system will allow for the stringent control of critical water parameters needed to successfully propagate at risk and listed species.

This automated unit will allow for the slightest adjustment in water quality when it is critically needed without staff having to be present. Our barrier is that we must maintain Compatibility among the systems and are unable to add a system from another company, or it would not be capable of operating as a unit. FWS anticipates an award date of May 10, 2024, with an estimated total contract value of $67,440.00. This announcement constitutes the only notice. This is not a request for competitive quotes.

All responsible sources may submit a capability statement, which must demonstrate clear and convincing evidence that competition would be advantageous to the Government and would not be cost or time prohibitive. Responses received from this solicitation notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the agency not to compete this proposed contract based upon responses to this notice is solely within the discretion of the agency.
