Notice of Intent to Sole Source Award THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. U.S. Fish and Wildlife Service, Joint Administrative Operations, Acquisition & Property Operations. USFWS IRTM Headquarters intends to award a firm fixed price sole source under the authority of Federal Acquisition Regulation (FAR) Part 13.106-1(b) for purchases not exceeding the simplified acquisition threshold of $250,000 to:

FWS intends to award this requirement as a sole source to PATHTRACK LIMITED., The United States Fish and Wildlife Service (FWS), Legacy 5, intends to award a firm-fixed price, sole source contract to PATHTRACK LIMITED UNIT 3, CHEVIN MILL LEEDS ROAD, OTLEY, (BLANK), LS21 1BT, UNITED KINGDOM, because PATHTRACK tags use Time of Arrival methods to calculate high accuracy (± 10m) location estimates, which are necessary for defining fine-scale habitat use as planned for the study of information on offshore movements and habitat use of migratory birds is need for risk assessments as offshore wind energy development advances throughout large areas of the U.S. Atlantic Outer Continental Self (Atlantic OCS).

PathTrack LTD is the sole developer, manufacturer, and supplier of the Nanofix® GEO +RF MINI for Terns. FWS has a need for Nanofix® GEO +RF MINI for Terns which is a part of a large collaborative effort spanning three states and more than 8 seabird breeding colonies.

Other companies are not suitable; specifications of data quality did not fit with the fine-scale habitat analysis objectives of this study, are not GPS tags, location data would not meet our data need for this project, or they are too heavy for deployment on common terns and they are not equipped with solar panels.

Use of other brands decreases the chances of our tags being close to a base station and able to offload data which increases the geographic scope of our project where collaborating with other researchers tagging terns in the region is important for this project. In essence, collaborating with others using the same tags in the Northeast US allows for increased sample sizes and therefore more robust analysis.

This can only be done using the PathTrack tags across projects, which are able to offload data to collaborators base station. This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government.

If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
