NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT. THIS IS NOT A REQUEST FOR QUOTE The Bureau of Indian Education (BIE), Pine Ridge School in Pine Ridge South Dakota, intends to enter into a sole source contract under the authority of FAR 13.501(a), 41 U.S.C. 1901, Only One Responsible Source. The Government has determined that only one responsible source is available, and no other source will satisfy agency requirements due to the unique circumstances of this requirement.

Select Vendor: The Learning Center for the Deaf, Inc. 848 Central Street Framingham, Massachusetts 01701-4815 Period of Performance: 10/16/2025 to 06/30/2026 (plus 2, 12-month option years)

Estimate Grand Total: $1,593,342.73 (base and all options value) The BIE Pine Ridge School is seeking educational contract services with The Learning Center for the Deaf, Inc. to support the Individual Education Plan goals and services of a student who is fully deaf and has significant educational needs, social and emotional needs, and behavioral health needs.

The BIE seeks services to meet the requirements of the Free Appropriate Public Education for Students with Disabilities under the Individual with Disabilities Education Act (IDEA). This contract will provide residential and school services 24-hours per day, 7-days per week, 365-days per year as an off-site boarding school for the student. Due to the unique nature of this requirement a competitive solicitation will not be issued.

Schools for the deaf are highly specialized and a limited resource for special needs students. Technical questions will not be answered for this requirement being this is not a request for quote nor proposal and the government is not accepting quotes nor proposals in response to this notice. Any contractor information provided in response to this notice is strictly voluntary and shall be at no cost to the government.
