The Defense Health Agency (DHA) Northeastern Markets-Contracting Division (NEM-CD) in support of the Pathology Department located at Walter Reed National Military Medical Center (WRNMMC), intends to award a firm fixed price Contract, on a sole source basis to the BioFire Defense LLC, 79 West 4500 South, Suite 14, Salt Lake City, Utah 84108. The anticipated award will be made under the statutory authority permitting other than Full and Open Competition, under the procedures of Federal Acquisition Regulation (FAR) 13.106-1(b)(2) Soliciting from a single source not exceeding the simplified acquisition threshold.
This action is being taken to procure consumables from BioFire Defense LLC. to provide patient care support in the Molecular Diagnostics section of the WRNMMC Department of Pathology, which will ensure that the Molecular Diagnostics section is able to obtain the reagents, quality control and calibrators necessary to perform patient testing. The BioFire Film Array Torch system is a rapid nucleic acid amplification instrument capable of testing for life threatening infections.
Utilizing these instruments allows for the rapid testing of blood infections, meningitis, encephalitis, and other critical illnesses. This reduces time to results thereby decreases hospital-inpatient stays, lowers hospital costs, and also increases positive patient outcomes. Furthermore, as reagent constraints continue to affect the laboratory, this platform remains one of the only methods to rapidly identify SARS-CoV-2 infection.
The primary North American Industry Classification System (NAICS) code is 325413, “In-Vitro Diagnostic Substance Manufacturing.” This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government to not compete this proposed action based upon responses to this notice is solely within the discretion of the Government.
Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their interest and capabilities by responding to this notice no later than 9:00 am EST, Friday, July 10, 2024, by email to cynthia.r.blackmon.ctr@health.mil.
All information submitted should support the offeror’s capability to provide the services required and shall be furnished at no cost or obligation to the Government. The Government reserves the right to cancel the sole source award.
