NOI to Sole Source for Survey Monkey Licneses

THIS IS A NON-COMPETITIVE (NOTICE OF INTENT) COMBINED SYNOPSIS SOLICITATION TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). This notice is for commercial services prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued.

This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR); FAR Subpart 13, Simplified Acquisition procedures and FAR Part 12, Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold.

AmeriCorps, intends to negotiate and award a purchase order without providing for full and open competition (Including brand-name) to purchase and establish a contract for Survey Monkey Licenses that provides customizable surveys, as well as a suite of back-end programs that include data analysis, sample selection, bias elimination, and data representation tools. AmeriCorps uses Survey Monkey to create and conduct fully customizable surveys. Survey Monkey licenses are required by AmeriCorps.

These licenses are required for the continuity of existing services. This is a brand name-only purchase, no one contractor’s unique qualifications are used as the basis for this justification. Rather, the products identified by this brand (Survey Monkey) name therein will be identified as the only products that will meet the Office of Information Technology’s requirements. The purchase of Survey Monkey licenses simplifies the management of the licenses since they will all have the same renewal date.

The procured software will be compatible and should not affect any IT-related systems or programs, but rather provide a seamless transition to a managed services contractor. The contractor shall be capable of fully transitioning support of the Americorps IT Environment.
