INTENT TO AWARD SOLE SOURCE: The Centers for Medicare and Medicaid Services (CMS) intends to negotiate and award a sole source purchase order to Carahsoft Technology Corp, 11493 Sunset Hills Road, Suite 100, Reston, VA 201905, for a project entitled “Medicaid Website Management Support Services”. This sole source award will be made under the authority of 41 U.S.C. 235 (C) (1) as implemented by FAR6.302-1, Only One Responsible Source and No Other Supplies and Services Will Satisfy Agency Requirements.
A justification and approval is currently being processed for this requirement. This requirement is intended as a sole source procurement because Qualtrics software is currently in use by the agency and replaced the old website management software and is the best option to unsure ongoing compliance with Agency security and IT standards.
CMS REQUIREMENTS: The Medicaid.gov website is owned and managed by CMCS. Qualtrics software will support the agencies programmatic need to provide website management support and enhancements for the Medicaid.gov website focusing on making publicly available the section 1115 demonstrations projects relating to Medicaid and the Children’s Health Insurance Program (CHIP).
This contractor can provide the required support for the website for which the Medicaid program can thereby satisfy its transparency and public notice requirements as authorized under the Patient Protection and Affordable Care Act of 2010. NAICS CODES: The North American Industry Classification System (NAICS) Code is 541511 Custom Computer Programming Services.
INTERESTED PARTIES: All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. In order to qualify as a potential contractor for this procurement, the organization must provide technical literature describing their capability to effectively satisfy this requirement, as well as terms and conditions and complete price quote within 5 days of this notice, to the following electronic mail address: phillip.harrell@cms.hhs.gov.
