The Government intends to award a Firm-Fixed-Price contract resulting from this solicitation to the offeror responsible whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

Award will be made on a Lowest Price Technically Acceptable (LPTA) basis. The following factors will be used to evaluate quotes:

  1. Factor 1: Technical Acceptability
    • Technical quotes will be evaluated on a Pass/Fail (Acceptable/Unacceptable) basis. To be rated "Acceptable," the quote must clearly demonstrate the offeror's capability, qualified personnel, and sound procedures to fulfill all requirements of the PWS, including tool control and safe aircraft maintenance practices.
  2. Factor 2: Past Performance
