The Centers for Medicare and Medicaid Services (CMS) intends to award on a sole source basis to The National Academy of Science, 500 Fifth Street NW, Washington DC 20418 for the support of the National Academy of Medicine’s Leadership Consortium for a Learning Health System (Leadership Consortium) project.
The purpose of the project is to acquire the scientific information, products and publications from the work provided through applicable Leadership Consortium venues, events, presentations, materials, products, models, discussion papers and publications. The sole source award will be made under the authority of 41 U.S.C. 235 ( C ) ( 1 ) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies and Services. A justification and approval is currently being processed for this requirement.
This requirement is intended as a sole source procurement because the National Academy of Sciences’ work and discussion paper are solely generated by this entity. The objectives and independent analyses and work across the Leadership Consortium is only available to CMS from the National Academy of Medicine.
CMS REQUIREMENTS: This scientific information will inform CMS’s policy and other work to improve the effectiveness, efficiency, economy and quality of services rendered to CMS’s beneficiaries. The work information will be provided through applicable Leadership Consortium venues, events and publications such as: Workshop Summaries, Discussion Papers, and Commentaries.

INTERESTED PARTIES: All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. In order to qualify as a potential contractor for this procurement, the organization must provide valid, reliable ad standardized health care performance measures to support and advance public accountability, quality improvement efforts, increased patient safety, and value based purchasing.
The organization must be able to serve as a national dissemination and implementation conference for health disparities researchers. To be considered, interested vendors must submit technical literature describing their capability to effectively satisfy this requirement, as well as terms and conditions and a complete price quote within 5 days of this noticed, to the following electronic mail address: Phillip.harrell@cms.hhs.gov.
