INTENT TO AWARD SOLE SOURCE: The Centers for Medicare and Medicaid Services (CMS) intends to negotiate and award a sole source purchase order to the contractor Pharmacy Quality Alliance, Inc. (PQA), 6213 Old Keene Mill Court, Springfield, VA 22152 for a project entitled “ Quality Rating System Measure Set.” PQA will provide measure specification, measure maintenance and technical support for several quality measures including the following measures that are required as part of the implementation of the federal Quality Rating System (QRS).
International Normalized Ration Monitoring for Individuals on Warfin (INR) measure; and measures of adherence to medications essential for chronic conditions: Proportion of Days Covered (PDC) Measures – inclusive of three distinct therapeutic areas: (1) Blood pressure (renin angiotensin system antagonists RASA), (2) Diabetes (non-insulin medications), (3) Cholesterol (statins). Under the authority of FAR 6.301-1 10 U.S.C.
2304, Only One Responsible Source and No Other Supplies and Services Will Satisfy Agency Requirements. A justification and approval is currently being processed for this requirement. This requirement is intended as a sole source procurement because the PQA measure maintenance is solely owned by this entity.
CMS REQUIREMENTS: The Center for Medicare and Medicaid Services needs to implement the Quality Rating System (QRS) Beta Test that PQA with its caliber and expertise can provide for medication adherences.
NAICS CODES: The North American Industry Classification System (NAICS) is 813920 (Professional Organizations) and the size standard is 500 employees.
INTERESTED PARTIES: All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. In order to qualify as a potential contractor for this procurement, the organization must provide technical literature describing their capability to effectively satisfy this requirement, as well as terms and conditions and a complete price quote within 15 days of this notice, to the following electronic mail address: phillip.harrell@cms.hhs.gov.
