INTENT TO AWARD SOLE SOURCE: The Centers for Medicare and Medicaid Services (CMS) intends to negotiate and award a sole source purchase order to the contractor National Quality Forum, 1030 15th Street, Washington DC 20005, for a project entitled “ National Quality Forum Membership.” NQF will provide services that will enable CMS to obtain consensus-based endorsement on publicly reported quality measures.
These quality measures are for Quality Improvement Organizations (QIO) initiatives and many of its quality reporting, public reporting, and value-based purchasing programs. Under the authority of FAR 6.301-1 10 U.S.C. 2304, Only One Responsible Source and No Other Supplies and Services Will Satisfy Agency Requirements. A justification and approval is currently being processed for this requirement. This requirement is intended as a sole source procurement because the NQF membership is solely owned by this entity.
CMS REQUIREMENTS: The Center for Medicare and Medicaid Services needs to acquire membership status with NQF. CMS requires this service because of the need to keep its measurement standards up to date, consistent with new science available to the public.
NAICS CODES: The North American Industry Classification System (NAICS) is 813920 (Professional Organizations) and the size standard is 500 employees.
INTERESTED PARTIES: All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. In order to qualify as a potential contractor for this procurement, the organization must provide technical literature describing their capability to effectively satisfy this requirement, as well as terms and conditions and a complete price quote within 15 days of this notice, to the following electronic mail address: phillip.harrell@cms.hhs.gov.

This notice is not a commitment from the Government. The Government will not reimburse any bid or proposal costs as a result of this notice. No solicitation exists and requests for a copy of the solicitation will be disregarded. However, any future solicitation that will be open to competition will be subsequently issued on Beta.Sam.Gov in order to permit firms to respond.
