Solicitation for a Concessions Business Opportunity to provide Interpretive Passenger Seaplane Service within Dry Tortugas National Park

Amendment 1 The NPS amends this solicitation and provides responses to questions received. There is no change to the deadline of the Notice of Intent to Propose or the proposal due date.

The National Park Service has changed the Notification of Intent to Propose date to September 5, 2025. The Inside Front Cover of the prospectus has been updated to reflect this change. The National Park Service (NPS) issues a prospectus for the solicitation of offers for a 10-year concession contract to provide interpretive passenger seaplane service within Dry Tortugas National Park.

All offers must be received by the NPS by the date and time listed on the Inside Front Cover of the prospectus (October 7, 2025, at 2:00 p.m. Eastern Daylight Time) in order to be evaluated and considered for an award of a concession contract. The prospectus describes the business opportunity and includes the terms and conditions under which the NPS will award the concession contract.

Questions and Notification of Intent to Propose must be received by the NPS by the date and time listed on the Inside Front Cover of the prospectus. Offers must be submitted via the process explained in the Proposal Instructions of the prospectus. Note that only the Offeror’s Transmittal Letter must be mailed. The remaining portion of the offer must be submitted electronically.
