NOTICE OF SOLE SOURCE INTENT Reference No. 1605-CIO-24-NAT-0757 OCLC Computer Online Center, Inc. 6565 Kilgore Place Dublin, OH 43017 The Department of Labor (DOL), Office of Assistant Secretary of Administration and Management (OASAM), intends to negotiate on a sole source basis with OCLC Computer Online Center, Inc. under the authority of FAR 13.106?1(b)(1)(i) – Soliciting from a Single Source.
The Office of the Chief Information Officer (OCIO)/Wirtz Labor Library requests the renewal of the Mine Safety and Health Administration (MSHA) and Department of Labor (DOL) Wirtz Libraries’ system, WorldShare Management Services (WMS), operated by Online Computer Library Center, Incorporated (OCLC). WMS is a library system used by the DOL and MSHA libraries for their circulation, cataloging, collection management, and reporting needs, and it includes an online catalog for the public to view DOL collections.
WMS is a brand name system created and managed by OCLC. This software is proprietary to OCLC. The Office of the Chief Information Officer (OCIO) The Department of Labor (DOL) Wirtz Labor Library supports the national and regional offices of the Department by providing research services and access to electronic and physical resources for DOL employees primarily conducting regulatory, legal, and field work.
The DOL Library represents the Main and Law collections (at National Headquarters) and the Mine Safety and Health Administration (MSHA) Technical Information Center and Library (in Beaver, West Virginia). The library intends to maintain a software as a service (SaaS) cloud-based library system that is hosted and managed by the vendor, OCLC’s WMS. The software is FedRAMP certified and is used for the libraries’ circulation, cataloging, collection management, and reporting needs.
An online catalog is also available to the public to view DOL collections. The DOL and MSHA libraries use the system for their circulation, cataloging, collection management, and reporting needs, and an online catalog is available to the public to view DOL collections. This action will result in a firm fixed price contract. The period of performance will commence on August 1, 2024. The NAICS code for this requirement is 541519 – Other Computer Related Services with a size standard of $34 million.
This Notice of Intent to award a sole source contract is not a request for competitive proposals. There is no solicitation document. No RFP will be available for competitive proposals.
