The Army Contracting Command (ACC) and the Product Manager-Unified Network Capabilities Integration (PM-UNCI) has a requirement estimated to be awarded May 2024. The requirement has an estimated value of $2,637,844.75. This is a Sole Source with L3 Harris IAW FAR 6.302-1(a)(2)(iii) resultant from L3 Harris’s previous contract effort.

L3 Harris performed development tasks that resulted from their Network Cross-Functional Team (NCFT) BAA contract award where they proposed a TEM 6 EBEM waveform solution developed to Technology Readiness Level 6. This solution incorporated elements of Intellectual Property where they have asserted restricted rights.

This effort provides engineering and development support to mature the previously L3 Harris developed Technical Exchange Meeting (TEM) 6 virtual EBEM waveform, as a software waveform Technology Readiness Level 8 capability. This solution will include mature digital Intermediate Frequency (IF) technology and multiple carrier capacity, that is fully interoperable with existing Army modems using the EBEM waveform.

The place of performance for this effort shall be at the Contractor’s facility and labs at Aberdeen Proving Ground, MD. Additional locations may be determined later to support additional experimentation and assessment. IAW FAR 5.207(c)(16)(ii) all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. ACC-APG will not be responsible for any costs incurred by the interested parties in responding to this notice.
