The Centers for Disease Control and Prevention (CDC), Office of Safety Security and Asset Management (OSSAM), Security Services Office (SSO) intends to award a sole source modification to Chenega Global Protection, LLC (Chenega) at 14420 Albermarle Point PL STE 100, Chantilly, VA 20151-1782, for an extension of their contract providing mission-critical security guard services.

The statutory authority for this sole source acquisition is 41 U.S.C 3304(a)(1) in accordance with FAR Part 6.302-1 - only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 561612 Security Guards and Patrol Services. The modification is necessary to extend the current contract providing security guard services at the CDC’s Atlanta campuses and Ft. Collins campus.

The CDC requires continuous and reliable security guard services at these campuses and Chenega is the current provider. An extension of the contract is necessary in order to avoid a lapse in these services prior to award of a new contract. The recently-ended 43-day Government shutdown has resulted in procurement delays in awarding a new contract.

Only the incumbent contractor can provide these services during the necessary extension because another contractor would require a lengthy transition period and excessive startup costs. It is not cost effective nor practical to attempt to on-board another contractor for these sensitive security services without allowing for sufficient time for phase-in/phase out and continuity.

Additionally, there is not enough time for a new contractor to on-board, recruit personnel or retain current personnel, and get licensed while actively providing surge support during this time of increased security presence. All the campuses supported by this contract have active laboratories and research support buildings, some operating 24/7, and these guard services are necessary to protect CDC personnel, property, sensitive research, as well as dangerous select agents.

A lapse in these guard services would mean that these campuses would have to shut down which would have a potentially catastrophic impact on the CDC’s Public Health mission and potentially national security. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps.

We will issue only one solicitation to Chenega Global Protection LLC. Responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide these services to Mike Davis VIA EMAIL ONLY at VWL8@CDC.GOV with the “CDC Atlanta Guards” referenced in the subject line NO LATER THAN 7:30 PM EST on December 11, 2025. The Contracting Officer will not respond to phone calls or verbal requests. ALL REQUESTS MUST BE IN WRITING.

A determination by the Government not to compete this proposed action are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
