The contractor shall provide comprehensive acquisition and contracting support services, focusing on the development, procurement, and deployment of program and project procurement activities.

This support includes the formulation of selected project, program and/ or system acquisition strategies and contracting objectives, conducted in close coordination with USSOCOM and other stakeholder agencies, including government agencies, prime and major subcontractors, and other organizations as deemed appropriate by USSOCOM.

Key responsibilities will encompass contract and acquisition studies, analysis, documentation preparation and review, and cost assessments including trade studies and comprehensive logistics/cost trade-offs of specific problems or areas of emphasis. These efforts will address contracting and business activities associated with the entire acquisition lifecycle framework.

Additionally, the contractor will perform tasks related to program management, engineering, financial management, logistics, test and evaluation management, administrative, and configurations/data management. Participation in Integrated Product Teams (IPTs) with USSOCOM and other members of the SOCOM community will be required to generate products, prepare reports, and accomplish work as defined in this contract.

Importantly, due to significant organizational conflict of interest concerns, the contractor will be strictly prohibited from participating in any source selection activities they support. This requirement is critical to maintain the integrity of the procurement process and to avoid any undue influence or advantage.

As such, potential contractors must demonstrate a robust OCI avoidance and mitigation strategy, ensuring that they do not engage in any competitive activities that might conflict with their role as a support service provider.

The scope of work also includes the creation of programmatic documentation for government approval at major program milestones and other project acquisition efforts, ensuring adherence to critical regulatory frameworks such as FAR, DFARS, SOFARS, and DoD source selection procedures, along with compliance to SOCOM's 5601-1 approval levels.
