Gun Range Air Filter Replacement for the Rayburn House Office Building Capitol Police Firing Range

The Architect of the Capitol (AOC), Supplies, Services, and Material Management Division (SSMMD) is issuing Request for Proposals (RFP) # AOCSSB24R0006 for Gun Range Air Filter Replacement for the Rayburn House Office Building Capitol Police Firing Range.

It is anticipated that this RFP will result in a Firm Fixed Price contract, to a responsible Offeror actively registered in the System for Award Management (SAM) and whose proposal provides the overall best value to the AOC in accordance with the requirements set forth by this solicitation and the Statement of Work (SOW). This solicitation will use the procedures in AOC Contracting Manual § 9.1 Negotiated Acquisitions.

The Product Service Code is 6007: Filters. The contract period of performance will be 1 base year and 4 one-year options, for a total of five years from the date of award if all options are exercised.

Also, FAR 52.217-8 will be applicable to the contract. The List of Attachments is in Section J of Standard Form 33 (SF33). The Base Period of Performance for the purposes of this RFP, is anticipated to start on 07/01/2024, dates will be adjusted accordingly based on the award date of the contract. 10:00 AM EST Location: Rayburn House Office Building, 45 Independence Ave SW, Washington, DC 20515, meet at the front entrance on the Independence Avenue side. Offerors are limited to 3 individuals to attend the site visit, this includes subcontractors. All individuals attending the site visit shall sign in on a government provided sign in sheet, which will ask for the individuals’ names and company name. This is a combined synopsis/solicitation for commercial products / services as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

Amendment 01 - 05/13/2024 - see Attachment "AOCSSB24R0006 Amnd01 SF30" for this amendment's SF30. The purpose of this amendment is to extend the due date of proposals from May 13, 2024 at noon ET to May 28, 2024 at noon ET, pending the government's answers to the following two questions:

1. In Statement of work C.5.5.5. it states quarterly cleaning / wipe downs of exterior of AHU and mechanical room cleaning, however, this is not in the pricing sheet, if it is meant to be part of CLIN 0010, then it is not clear, since C.5.5.5 is "Quarterly", while C.5.5 is shown as "Monthly" in the pricing sheet.

2. On the pricing sheet, CLIN 0009 “USCP Shooting Range Replacement of HEPA Exhaust System (Filter Rack Assembly)” is not in the statement of work.

Amendment 02 - 05/13/2024 - see Attachment "AOCSSB24R0006 Amnd02 SF30" for this amendment's SF30. The purpose of this amendment is to:

1) Publish answers to offerors' questions, see attachment J.12 Answers to Questions.

2) Replace Attachment J.1, J.2, and J.3 with A02.J.1, A02.J.2, and A01.J.3 respectively.

3) Update the CLINs in Section B to match those of Attachment A01.J.3. Note that the proposals due date was extended in Amendment 01.
