Introduction This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested. Purpose The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with Quantum Opus (UEI: E89XDAEZ2252), located at 14841 Keel St, Plymouth, Michigan 48170. The purchase order will specifically procure 2 SNSPDs.

Authority This acquisition is being conducted under the authority of FAR Subpart 13.106(b)(1) allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) code for this acquisition is 334516 - Analytical Laboratory Instrument Manufacturing with a small business size standard of 1,000 Employees.

Description The purpose of this acquisition is to obtain two Quantum Opus superconducting nanowire single photon detectors (SNSPDs) to be used in an existing Quantum Opus 2.2 K moveable cryostat system. The SNSPD’s shall operate 24 hours a day, 7 days a week. Sole Source Determination The sole source determination is based on the following:

The National Institute of Standards and Technology (NIST) owns and operates a Quantum Opus 2.2K cryostat system. To perform planned research activities, NIST requires two SNSPDs for Quantum Networking Metrology that operate in the existing cryostat. The Quantum Opus 2.2K cryostat system is proprietary to its original equipment manufacturer, Quantum Opus, and no other contractor’s SNSPD equipment will function with NIST’s existing system.

The SNSPD equipment must be purchased directly from Quantum Opus, Optoelectronic Components is the sales representative for Quantum Opus. No other sources are capable of requiring the SNSPD’s NIST requires for use with its owned QuantumOpus 2.2K cryostat system. Information for Interested Parties Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing by or before the response date for this notice.

This notice of intent is not a solicitation. Any questions regarding this notice must be submitted in writing via email to Collin Randall, Contract Specialist, at Collin.Randall@nist.gov. All responses to this notice of intent must be submitted via email to Collin.Randall@nist.gov so that they are received no later than August 5, 2025, at 10:00 AM, Eastern Time.
