Notice of Intent to Noncompetitively Procure Subscription to Babel Street Web-based Application

The Nuclear Regulatory Commission intends to noncompetitively procure a subscription for the proprietary web-based application developed and maintained by Babel Street, Inc.; 1818 Library Street, Reston, VA 20190. Babel Street is a multi-lingual, geo-enabled, text analytics software as a service solution that provides unique access to over 100,000 open-source data fields across all components of the open web to quickly detect and investigate threats and safely gather digital intel.

This service is needed for the Nuclear Regulatory to conduct research with active monitoring and notification functions for specifically built criteria. Recent market research indicates that Babel Street, Inc does not have any authorized distributors or resellers, and is the sole provider of updates and maintenance to the web-based application. The anticipated period of performance for the purchase order is 3/15/2024 to 3/14/2025, plus four one-year option periods.

The authority for this acquisition is Federal Acquisition Regulation 6.302-1, which provides for limiting competition in those situations where the supplies or services are available from only one responsible source and no other supplies or services will satisfy the agency requirements.
