Refinish Terrazzo Flooring

SOURCES SOUGHT FOR REFINISH TERRAZZO FLOORING, NAVAL STATION GREAT LAKES GREAT LAKES, IL THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR INVITATION FOR BID. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS OR DRAWINGS AVAILABLE AT THIS TIME. The Naval Facilities Engineering Systems Command, Mid-Atlantic is seeking eligible small business firms capable of performing the refinish of terrazzo flooring at Naval Station Great Lakes, Great Lakes, IL.

This is a Sources Sought Synopsis announcement, a market survey for information to be used for preliminary planning purposes. The information received will be used within the Navy to facilitate the decision-making process and will not be disclosed outside of the agency. The intent of this notice is to identify potential offerors for market research purposes and to determine whether to set-aside the requirement for small business concerns.

No reimbursement will be made for any costs associated with providing information in response to this announcement or any requested follow-up information. This notice does not constitute a Request for Proposal and is not to be construed as a commitment by the Government for any purpose other than market research. No drawings or specifications will be made available at this time. Respondents will not be notified of the results of this market research.

General Work Requirements: The Contractor shall furnish all labor, tools, transportation, supervision, materials, inspections, equipment, and safety compliance necessary to perform all work required to refinish approximately 3,100 square feet of terrazzo flooring in the main lobby and hallways of a troop housing facility to ensure a new, refreshed, and shiny appearance. The work area consists of approximately 3,100 square feet of terrazzo flooring and approximately 300 feet of terrazzo baseboards.

The floor has experienced normal wear and tear since its initial installation and exhibits a dull appearance with discoloration from dirt, wax build-up, soap scum, and coatings. The Contractor shall diamond grind, polish, and seal all terrazzo flooring throughout the identified locations, as well as deep clean and seal all terrazzo baseboards. Upon completion of work, the Contractor shall provide recommended maintenance, care, and cleaning procedures to the Government assigned representative.

The Contractor/Subcontractor shall be a qualified member of the NTMA and perform all work in accordance with the NTMA. If the Contractor is not a member of the NTMA, the Contractor shall submit a list of 3 completed projects of similar magnitude, scope, and complexity to the Government assigned representative. The installation must be performed by an installer with a minimum of 5 years of experience in the work of similar nature and scope. This is a new procurement. This does not replace an existing contract.

The anticipated award of this contract is December 2024. The North American Industry Classification System (NAICS) Code for this project is 238340, Tile and Terrazzo Contractors, with a small business size standard of $19 million. If the resulting solicitation is set aside for small business firms, it will include FAR clause 52.219-14, Limitations on Subcontracting. If adequate interest is not received from Small Business concerns, the solicitation will be issued as unrestricted without further notice.

Interested sources are invited to respond to this Sources Sought announcement by using the form provided titled Sources Sought Contractor Information Form (form attached). This form is the only item required to be submitted. Information not provided may prohibit your firm from consideration. Please list any previous experience in Block 4 of the form that is similar in nature to this scope of work.

If you are submitting as a mentor-protégé agreement joint venture under the 8(a), you must provide SBA approval of the mentor-protégé agreement to be considered as a small business for this procurement. For more information on the definitions or requirements for these small business programs, refer to https://www.sba.gov/. Responses must include identification and verification of the firm’s small business status. As a reminder, Women-Owned Small Businesses must be certified by the SBA.

Self-certification is not sufficient. The information provided in this notice is subject to change and in no way binds the Government to solicit for or award a contract. The Government will not provide debriefs on the results of this research, but feedback regarding the decision to set aside or not set aside the procurement will be accomplished via pre-solicitation synopsis or solicitation for these services, as applicable.
