The United States Patent and Trademark Office (USPTO) has a requirement for Prime Recognition Optical Character Recognition (OCR) Software utilizing North American Industry Classification (NAICS) code 513210 for the anticipated base year period of performance September 30, 2025 – September 29, 2026. The anticipated award date is on or before August 15, 2025. The USPTO intends to procure this requirement using its authority under the Patent and Trademark Office Efficiency Act (PTOEA), 35 U.S.C. § 2(b)(4)(A), and Patent and Trademark Office Acquisition Guidelines (PTAG), 78 Fed.

Reg. 61185 (Oct. 3, 2013), In accordance with PTOEA and PTAG the USPTO concluded market research in June 2025 and the results indicated one vendor most likely to successfully meet the agency’s need. Additionally, USPTO intends to solicit, negotiate and award a non-competitive, firm fixed price (FFP) purchase order to include a one-year base and two (2) one-year options. The USPTO intends to award the Prime Recognition OCR requirement to Prime Recognition Corporation., a small disadvantaged business.

Any other vendor that is part of the small disadvantaged business program may contact the Contracting Officer to express interest in competing for the requirement within the synopsis period. When contacting the Contracting Officer, vendors must submit a capability statement that does not exceed 1 page in length that shows their ability to perform the requirement as described in Part 6.1.4 of the PTAG https://federalregister.gov/a/2013-24316.

Based on its PTOEA authority, the solicitation will only be issued to Prime Recognition Corporation, a small disadvantaged business.
