Notice of Sole Source Intent - Regulatory Support Reports & Data Subscription

NOTICE OF SOLE SOURCE INTENT Reference No. ACQ-24-0512 Cerulli Associates, Inc. 699 Boylston St FL 16 Boston, Massachusetts 02116 The Department of Labor (DOL), Office of Assistant Secretary of Administration and Management (OASAM), intends to negotiate on a sole source basis with Cerulli Associates, Inc under the authority of FAR 13.106?1(b)(1)(i) – Soliciting from a Single Source.

The Employee Benefits Security Administration (EBSA) requests the renewal of the agencies Regulatory Support Reports and Data Subscription currently provided by Cerulli Associates, Inc. The Regulatory Support Reports and Data Subscription is a used by the DOL EBSA to secure historical, current, and projected information on retirement markets, investment vehicles and stakeholders impacted by its regulations and programs, such as IRAs, annuity market, employer-sponsored retirement plans, registered investment advisers, broker-dealers, retirement plan participants and retail investors.

Specifically, EBSA is seeking reports and databases which provide comprehensive data on these topics: small and mid-sized retirement plans; retirement plan participants; projected IRA assets; projected annuity sales; retail investors’ rollover decisions; retail investors’ relationships with financial advisors and broker-dealers and registered investment advisors; retail and institutional use of alternative investments including hedge funds, private equity, cryptocurrency, and special purpose acquisition companies (SPACs); and how institutional and retail investors use Environmental, Social, and Governance (ESG) factors.

This software subscription is proprietary to Cerulli Associates, Inc. EBSA is responsible to administer and enforces the reporting, disclosure, and fiduciary requirements of Title I of the Employee Retirement Income Security Act of 1974 (ERISA). EBSA’s oversight ensures the security of the private-sector, employer-sponsored retirement, health, and other workplace related benefits of American workers and their families. EBSA has an ongoing need for information on ERISA-covered employee benefit plans and IRAs.

This action will result in a firm fixed price contract. The period of performance will commence on September 30, 2024. The NAICS code for this requirement is 541990 – All Other Professional, Scientific, and Technical Services with a size standard of $19.5 million. This Notice of Intent to award a sole source contract is not a request for competitive proposals. There is no solicitation document. No RFP will be available for competitive proposals.
