NOTICE OF INTENT TO CONTRACT WITH A SINGLE SOURCE: The Federal Aviation Administration Academy, intends to award a single source contract to AgustaWestland Philadelphia Corporation (AWPC) Philadelphia, PA for proposed Initial and Recurrent Helicopter Pilot Training in the AgustaWestland AW-119 aircraft for Flight Standards Service Aviation Safety Inspectors and Aircraft Certification Test pilots employed by the Federal Aviation Administration (FAA).
In accordance with the FAA Acquisition Management System, AMS 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source when it is determined to be in the best interest of the FAA. This procurement is considered to be single-sourced to AgustaWestland Philadelphia Corporation (AWPC) based on the following:
In accordance with the Flight Standards training requirements established by FAA policy, AFS-500, and AIR-900, all training for FAA Inspectors/Test Pilots should be obtained within an approved training program, approved and monitored under the Federal Aviation Regulations, Part 61, 121, 135, 141, or 142 as appropriate (per the Performance Work Statement and requirements of the Flight Standards Service office).
AgustaWestland Philadelphia Corporation (AWPC), a wholly-owned subsidiary of global high-tech Leonardo Company based operation in Philadelphia, is the only known vendor who is certified with the 142 certificate. AWPC is the lone provider of AW-119 Helicopter pilot training to customers/public. This announcement is for informational purposes only and not a Solicitation/Request for Proposal.
This requirement will be awarded to AgustaWestland Philadelphia Corporation (AWPC) Philadelphia, PA and is not available for full and open competition. All questions pertaining to this announcement should be addressed in writing to the Contract Specialist, Gib Park, gilbert.n.park@faa.gov, no later than Friday, January 25, 2024.
