INTENT TO AWARD TO A SINGLE SOURCE NOAA's NMFS, Alaska Fisheries Science Center, Auke Bay Laboratories, will issue an award on a sole source basis under authority of FAR 13.106-1(b) (1), to Otis Elevator Company, 619 E Ship Creek AVE STE 301, Anchorage, Alaska, 99501-1677, United State The Alaska Fisheries Science Center (AFSC), National Marine Fisheries Service (NMFS), National Oceanic & Atmospheric Administration (NOAA), Department of Commerce (DOC) is a government agency charged with the mission of stewardship for living marine resources.

The Auke Bay Laboratories facilitates support this mission. The requirement exists for maintenance services and extended warranty program for two Otis hydraulic elevators, serial numbers 483548 and 862618, installed at the Ted Stevens Marine Research Institute at 17109 Pt. Lena Loop Road, Juneau, AK 99801. Only one source or brand name is reasonably available as there is an exclusive licensing agreement. The source has one or more of the following:

an established exclusive licensing agreement, proprietary data, limited rights in data, patent rights, OEM required certifications or OEM authorized reseller, copyrights or secret processes with regard to the supplies or services required. These elevators were manufactured and installed by the Otis Elevator Company. Otis provides maintenance and repair through an extended warranty program for their products.

The sole provider of certified maintenance for Otis products in the Alaska region is The Otis Elevator Company, through their licensed office in Anchorage, Alaska. Only an Otis trained and certified technician has the expertise to undertake the maintenance required to keep these elevators safely operating and within the extended warranty program.

Award will cover the 2024 base year, with options for the next three years 2025 through 2027. Award for this requirement will be in accordance with Federal Acquisition Regulation (FAR) Part 13. Anticipated value will be under the Simplified acquisition procedures with an estimated value of less than $150,000. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
