The First Responder Network Authority’s (FirstNet Authority) Office of the Chief Procurement Officer (OCPO) intends to negotiate with Mobile Experience, Inc., located in Renton, WA 98057, for the maintenance renewal of Mobile Experience devices on a sole-source basis. This procurement will be conducted under the authority of 41 U.S. Code § 3304(a)(1) using the procedures in FAR Subpart 13.106-1(b)(1), due to exclusive licensing agreements.

The item or service is only available from the Original Equipment Manufacturer (OEM) or a single authorized distributor or technical representative for the OEM. The NAICS Code for this procurement is 334515, Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals, with a Small Business Size Standard of 750 employees. The anticipated contract type is Firm-Fixed-Price.

Interested parties who believe they can meet the requirements outlined above for the FirstNet Authority must clearly and unambiguously demonstrate their capability in writing on or before the response date for this notice. Responses should be limited to five (5) pages or less and include the following information:

1. Name of the company that will provide the product.

2. Name of the company that will manufacture the product.

3. Specification sheets and examples of products that meet the specifications.

4. Typical lead time to deliver the product after receipt of order.

5. Any other relevant information not listed above that the Government should consider in developing the minimum specifications and finalizing market research, such as a copy of the OEM authorization agreement to be a reseller. This notice is published for informational purposes only and not a request for competitive proposals. No solicitation document exists for this requirement.

Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. If competitive procedures are not used, it is estimated that an award will be issued by 08/17/2024.
