The 22nd Contracting Squadron – McConnell AFB, KS, 67221 on behalf of the 64th ARS Pease ANGB intends to award a firm fixed price contract under FAR 8.405-6(1)(B), Soliciting from a Limited Source Justification, to only one source, . The Government intends to solicit and negotiate with INDUSTRIES FOR THE BLIND AND VISUALLY IMPAIRED, INC.This is a limited source acquisition to INDUSTRIES FOR THE BLIND AND VISUALLY IMPAIRED, INC. for Deployment Gear.

Pursuant to FAR 6.302-5(2)(i), full and open competition is not required when a statute authorizes or requires acquisition from a specified source. Under 41 U.S.C. Chapter 85, the Government is mandated to procure products and services from qualified nonprofit agencies serving the severely disabled, specifically AbilityOne.

In accordance with FAR 8.002(a)(1)(iv), agencies must prioritize procurement from the Committee for Purchase From People Who Are Blind or Severely Disabled's Procurement List, which includes AbilityOne. Mandatory sources take precedence over socio-economic set-asides and open market purchases. IBVI is an authorized AbilityOne Base Supply Center (BSC). As outlined in 41 CFR Chapter 51, each BSC is listed as an AbilityOne "service" project.

Notably, IBVI is the sole BSC that carries all required items for short-notice deployments. To comply with federal regulations and ensure mission readiness, IBVI is the only viable source for supplying these essential items. The North American Industry Classification System (NAICS) for this requirement is 315990. Base Notice: THIS IS NOT A REQUEST FOR PROPOSALS. No solicitation document is available for this requirement.

Interested parties may identify their interest and capability by sending responses regarding this requirement to the 22nd Contracting Squadron via email ONLY to david.betchley@us.af.mil no later than 12 September 2024 by 10:00 AM CST. The U.S. government will not pay for any information or administrative cost incurred in response to this Notice. All costs associated with responding to this Notice will be solely at the expense of the interested party.
