Portable Custom Shields

INTENT TO SOLE SOURCE United States Air Force, AFLCMC/PZIBA, Wright-Patterson AFB, Ohio 45433- 5344 This is a combined Sole Source Synopsis/Solicitation published for informational purposes only. This proposed action is for the acquisition of three (3) Portable Custom Shields for Medical Center at Wright-Patterson Air Force Base. It was determined that Gamma Products Inc., is capable of meeting the Government’s specifications in the attached Statement of Work (SOW).

The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1), resulting in a Firm-Fixed-Price contract. The proposed procurement will be a Sole Source under North American Industry Classification Systems (NAICS) Code 334517-Irradiation Apparatus Manufacturing. The proposed source, Gamma Products Inc. Group, 7730 W. 114th St. Palos Hills, IL 60465 is the only vendor capable of fulfilling the requirements outlined in the SOW.

This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation, or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received within five (5) business days of this notice. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement. In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows:

Gamma Products Inc. Is the only vendor capable of fulfilling the requirements outlined in the SOW for Portable Custom Shields. Therefore, it is in the best interest of the Government to award to Gamma Products. Please see Attachment 2, Sole Source Justification, for more complete details. Other vendors were researched between 6 November 2023 and 1 May 2024. A Sources Sought was posted on SAM.gov on 13 May 2024 for ten days. No vendor response was received.

The Department of Defense (DoD) has determined the System for Award Management (SAM) to be the single DoD registration for contractors who conduct business or who are interested in conducting business with the DoD. Contractors must be registered in SAM prior to award for contracts issued after 29 May 2012. You may contact SAM at 866-606-8220. SAM website: www.SAM.gov.

Contractors must include the following information: Points of contact, addresses, email addresses, phone numbers. Identification as a large U.S. business, a small U.S. business, or a foreign business. Please note that size indicated should be based on the NAICS code for this effort listed above.

Identification of any other socioeconomic status including Women- Owned Small Business, Economically Disadvantaged Small Business, 8(a), Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business or HUBZone. Company CAGE Code or Unique Entity ID (UEI). 2. If this posting specifically references brand name products, offerors are encouraged to suggest products other than those specifically referenced. Responses must address how the alternate product meets the product characteristics specified above.

Be advised that all correspondence sent via e-mail shall contain a subject line that reads “Portable Custom Shields.” Note that e-mail filters at Wright-Patterson AFB are designed to filter e-mails without subject lines or with suspicious subject lines or contents (i.e., .exe, or .zip files). Therefore, if this subject line is not included, the e-mail may not get through the e-mail filters.

Also, be advised that .zip or .exe files are not allowable attachments and may be deleted by the e-mail filters at Wright- Patterson AFB. If sending attachments with e-mail ensure only, PDF, .doc, or .xls documents are sent. The e-mail filter may delete any other form of attachments.
