Notice of Intent to Award Sole Source Contract to Elsevier, Incorporated Pursuant to FAR 13.106-1(b)(1), the Food and Nutrition Service (FNS), Technical Procurement Branch, Contract Management Division intends to award a sole source contract to Elsevier, Inc. This contract will provide Special Issue Journal Publication to commemorate the 50th year of the Special Supplemental Nutrition Program for Women, Infants and Children (WIC) program. The service benefits provided by Elsevier, Inc, is described below.
FNS is seeking to procure services to provide supplements and articles in the Journal of Nutrition Education and Behavior (JNEB). Elsevier, Inc, has been identified as the only publishing company that provide this type of service in conjunction with JNEB. Based on the circumstances stated, FNS has no other option but to contract with Elsevier for the required publishing services. Elsevier is the manufacturer of the JNEB, and no other publisher has access to edit or publish the Journal.
We also reviewed GSA Federal Supply Schedules and Governmentwide Acquisition Contracts and found that Elsevier is the only publisher for this particular journal. The North American Industrial Classification System (NAICS) code for this effort is 513120, Periodical Publishers with a Classification code R499. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS.
Responsible sources may identify their interest and capability to meet this requirement by submitting such information by 4:00 P.M., EST, on Friday, February 16, 2024. This notice does not obligate the Government to award a contract. The Government will not be responsible for any costs associated with the preparation of responses to this notification. The Government reserves the right to use the information provided by respondents for any purpose deemed necessary and legally appropriate.
Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Responses must be submitted in writing to Danette.Cole@usda.gov no later than the time and date noted above. Telephone responses and requests will not be accepted.
