The National Flood Insurance Program (NFIP) operates the Risk Mapping, Assessment, and Planning (Risk MAP) program that seeks to address gaps in flood hazard data, increase public awareness that drives action to reduce flood risk, support state, local, tribal, and territorial (SLTT) stakeholders with risk-based mitigation planning, and provide authoritative flood hazard and flood risk data for the nation.

The information system that supports the Risk MAP program and the NFIP is a compilation of a large complex multi-application system – the Risk Analysis & Management Cloud (RAM-C) System within the FEMA Federal Enterprise Cloud (FEC) Amazon Web Services (AWS) environment. Currently RAM-C is in post ADE-3 (Operations and Maintenance (O&M) phase) within the Acquisition Lifecycle Framework (ALF). RAM-C system serves over 200K total users and more than 1.1K authenticated FEMA users.
